Carlson has had more than 20 years of management,
marketing, finance, and project management experience
in the public and private sectors and was responsible
for eight years for the planning, launch, managing,
and ongoing development of the Borders Airport store
program.
Mr. Carlson joined
The Center For Airport Management in 2005 as a Senior
Consultant, in CAM’s Chicago office. Key activities
since joining CAM have centered on project planning
and organization, marketing, and new business development.
Prior to joining CAM, Mr. Carlson was a Marketing Director
at Borders Group, Inc. During his twenty-year career
at Borders, Mr. Carlson served as Senior Project Manager
on a variety of financial, operational, training and
marketing initiatives, including the launch and ongoing
operations of the Airport Store Program. Prior to joining
Borders, Mr. Carlson worked for the Nevada State Legislature,
within the Legislative Council Bureau.

Washington Dulles International Airport
Advised MWAA on the redevelopment of the concessions
program. Worked on the concession program management
methodology decision. Wrote RFP, drafted the contract,
and prepared objective evaluation criteria and selection
and award documents and processes for this early developer
project.
Developed the critical solicitation and selection processes
and documents. Wrote solicitation instruments and contracts,
and the objective evaluation/selection/award documents
and processes.
Boston Logan International Airport
Concept development, sizing, location, merchandise assortment
plans, per unit proformas, revenue projections, feasibility
analysis, management methodology analysis, award and
selection documents, local and DBE outreach marketing

Development of detailed operating performance standards
for retail and food service. Development of concession
plan for new 4 million enplanement midfield regional
jet terminal. Development of solicitation process for
midfield terminal. New entire airport concession redevelopment
plan and solicitation. negotiation strategies and analyses
regarding prime operator contract revisions.
